1. Project management theorists argue that maturity should grow from below (from project management and upwards) whereas organisational development theorists take the opposite stand.
2. The main Organisational Project Management Maturity Models all theorise that the end state is "continuous improvement" whereas the organisational development paradigm theorises that "continuous improvement" is the means to an end.
Why is it so interesting to know who is right and who i wrong?
The reason is that it seems to more and more organisations to be becoming a competitive necessity because of the following enduring global trends:
Continuously reducing costs
Companies strive to continuously reduce their costs through re-evaluation of the mix of operating activities and outsourcing, which points to the importance of being highly capable of implementing large organisational programs and projects to assess and reengineer the activity mix and to identify core competencies and outsourcing potentials.
Accelerating product and market development to keep up with the speed of change
Companies strive to keep up with the speed of change caused by ever shortening product lifecycles, and forced by intense competition and maturing markets in their home bases they do their best to accelerate product and market development. This striving points to the increasing importance of the efficiency and effectiveness of R&D projects and marketing programs.
Coping with discontinuous technology shifts
Furthermore, discontinuous technology shifts force competitors to move from old central mainframes to client-servers and distributed computing, from intra-networks to EDI and Web-based collaboration. This signifies the importance of the efficiency and effectiveness of large IT/IS projects and change programs.
