This is a great idea - I happened to read this paper http://www.ontopia.net/topicmaps/materials/The_Case_for_Published_Subjects.pdf which discusses “published subjects”, a kind of linking to shared definitions to everything, for use in semantic web apps. (Wikipedia could be a good start, by the way.) Your suggestion would work great in a closed context, such as a company, it seems to me.
